Reading Council Considers Emissions-Based Parking Charges

Reading is the latest town in Berkshire to explore the introduction of emissions-based parking charges. Under this proposal, the council could implement a sliding scale of parking fees, where cars with higher carbon dioxide emissions would face significantly higher charges. This would especially affect larger vehicles, such as SUVs, which tend to produce more CO2 emissions. In some cases, these cars could see parking fees more than double compared to lower-emission vehicles.

The new parking charges would apply to both residential parking permits and on-street parking, but not to council-run car parks. If approved, these changes are expected to take effect in April, with a council meeting scheduled for January 20 to discuss the proposal further. Reading is not alone in exploring such initiatives. Other councils, including Cardiff, have also considered emissions-based parking charges, with Cardiff launching a public consultation in December to gauge resident support for higher charges for larger vehicles. Bristol held a similar consultation in October.

Bath and several London boroughs have already implemented ULEZ-style (Ultra Low Emission Zone) parking charges. Supporters of these "SUV tax" schemes argue that they are fair and environmentally responsible, while opponents label them as "anti-car measures," claiming they disproportionately affect certain vehicle owners. As discussions continue, it remains to be seen how widespread these emissions-based parking schemes will become across the UK.
